“The Scottish Council on Deafness (SCoD) sees Getting It Right For Every Child (GIRFEC) legislation as a huge step towards collective responsibility to helping our children and young people across Scotland realise their full potential. GIRFEC and the Named Person policy offers an extra layer of support and advice to which parents can turn for their children when required.
The BSL (Scotland) Act 2015 and the combination of the support for British Sign Language (BSL) working alongside the GIRFEC approach to particularly address the complex issues some Deaf children face. Most Deaf children are born to hearing parents / families. The need to develop language and life-skills is critical to their development and recognising BSL adds weight to assist their development.
Helpfully, GIRFEC will also support the assets and needs of those children who are Deafblind, become Deafened or Hard of Hearing. The role of a Named person stands as an additional soundboard for any issues that children might encounter.
From our perspective we see that children and young people will benefit and we are working with others to ensure the approaches are consistent across Scotland. We are proud to be part of such a progressive, democratic and inclusive nation.”
